How the reward knows you voted
When a list counts your vote it tells us, and the points are paid to the character on your account — you do not have to be online. One list asks you to type your character name on its form, and that name is how the reward finds you: type it exactly as in game. The other one recognises you by itself, and asks you to collect the reward here when you come back from voting.
Lists count one vote per network per cooldown, so if somebody on your connection just voted, yours will not count until theirs expires — and the reward follows the same rule, because a vote that did not count for the rank should not pay either. Voting more often than the rewarded limit is never wasted: it still pushes us up the list.
